I hve laid brick paths in my garden. The trick is to mortar in the edging bricks and then get a good level between them. I have never laid on ballast/scalpings etc, just on sand. If the edging is solid, the path won't move. With the bit at the front that is 4 feet wide, I would try and hire a whacker to bed down the ground.
